Mopping up!
Finally you'll want to visit the over-world traders and the odd refuge dotted here and there. These guys are in the back of Oblivion so be sure you've got someone around to help you unlock wayshrines.
ALDMERI DOMINION
Auridon's Vulkhel Guard is a starter city with some less than desirable traders:
Carillda and the Vulkhel Guard Outlaws Refuge: Uraacil
Auridon's Firsthold Wayshrine has Panersewen
Grahtwood's Cormount Wayshrine has Nirywy and Southpoint Wayshrine has Glothozug.
Greenshade's Greenheart Wayshrine has Halash and Verrant Morass Wayshrine has Seeks-Better-Deals.
Mistral in Kenarthi's Roost starter island has two traders:
Dulia
Shamuniz
Spread out over Malabal Tor you will find "Crossroad Trading," run by Ulyn Marys, at Dra'bul Wayshrine. Then Valeguard Wayshrine has "Kharg's Cart" run by Kharg himself and Velyn Harbor has the Velyn Harbor Outlaws Refuge with trader Galis Andalen there.
In Reaper's March you'll find a trader not listed on the map at the Dune Wayshrine - Uzarrur, plus there is Ambarys Teran at the Vinedusk Wayshrine as well.
EBONHEART PACT
Starter area Bal Foyen, adjacent to Stonefalls has trader Galam Seleth in the southern village of Dhalmora.
Starter island Bleakrock has Inishez at Bleackrock Wayshrine.
In Deshaan southwest of Muth Gnaar Hills Wayshrine you can find Feran Relenim and at Tal'Deic Grounds Wayshrine there is Telvon Arobar.
Fort Amol in Eastmarch has Muslabliz and Alareth can be found at the Voljar Meadery Wayshrine.
Near Hissmir in Shadowfen you will find Talen-Dum and Junal-Nakal can be found in Weeping Wamasu Falls.
Starter city Davon's Watch in Stonefalls has a trader, Tanur Llervu, in the city and Adagwen in the refuge. You can also find Ma'jidid in Kragenmoor.
Finally over in The Rift you'll find Atheval at Nimalten and Adainji in the village of Shor's Stone.
DAGGERFALL CONVENANT
At the Bergama Wayshire of Alik'r Desert you'll find trader Lejesha, and at Morwha's Bounty Wayshrine there is Manidah.
In Bangkorai at the Bangkorai Pass Wayshrine there is Malirzzaka and Glorgzorgo can be found at Hallin's Stand Wayshrine in the west.
The Betnikh starter island is home to Stonetooth Fortress where you will find Ghatrugh just outside.
Glenumbra has two over-world traders. Lion Guard Redoubt has Nameel inside the camp and
Wyrd Tree Wayshrine has Mogazgur.
Rivernspire is also home to two more over-world traders Hoarfrost Downs is where you can find Aldam Urvyn and the Oldgate Wayshrine is home to Fanwyearie.
Stormhaven has Firebrand Keep Wayshrine where you can find Dromash and in the far west there is hidden-from-the-map Koeglin Village trader named Aniama.
There is also starter island Stros M'kai with Port Hunding being home to Makmargo.
