A reminder that our tier levels are entirely subjective classifications. It's still quite likely you find a trader with the items you're looking for anywhere on map - it's just more probable to find your items in this order.
That said, the next thing I would be looking at is initial end-game locations. The final maps of each of three zones was where the solo storyline drove you and major cities in those maps still seem to get a fair bit of footfall. In the main story quest line, if you ever bothered solo questing to progress through Tamriel, you progress through your alliance's regions from one map to another as the story unfolds. Also, don't forget, originally you had to hand in your daily crafting writs to a quartermaster in the city that matched your crafting level!
Of course all three alliance zones originally filtered to the common space: Craglorn!
ALDMERI DOMINION
Aldmeri Dominion's map regions are:
1 - Auridon
2 - Grahtwood
3 - Greenshade
4 - Malabal Tor
5 - Reaper's March
As such the main city of Reaper's March, Rawl'kha, was where you would drop in your highest level crafting writs before your final level up and heading to Craglorn.
For whatever reason... maybe lots of nooks and crannies to hide behind during PVP duels, maybe the closed in easy access nature of the primary services like crafting, stable and bank... Rawl'kha remains a high foot fall traffic area with highly sought after traders. To be fair this city should probably be in tier 2!
Here you will find "The Moonlight Market" with five guild traders:

Heat-On-Scales
Muheh
Ronuril
Shiniraer
Be sure to jump down into the EASILY accessibly refuge and see what Sharaddargo has on offer at "Sharaddargo's Trading Co."
EBONHEART PACT
The Ebonheart Pact map regions are:
1 - Stonefalls
2 - Deshaan
3 - Shadowfen
4 - Eastmarch
5 - The Rift
The major city in the Rift, Riften, is another great city for easy to navigate crafting and services. If you go just north of the city walls you'll find "Lake Honrich Holdings" with the following five guild traders:
Arnyeana
Eralian
Jeelus-Lei
Llether Nilem
Parvaia
And inside the city there is the refuge entrance where you'll find "Majdawa's Majestic Trades" where Majdawa attempts to shift some tut or other.
DAGGERFALL COVENANT
The Daggerfall Covenant map regions are:
1 - Glenumbra
2 - Stormhaven
3 - Rivenspire
4 - Alik'r Desert
5 - Bangkorai
For the fact that it's a level 5 region major city I think of Evermore in Bangkorai as being a dead trader city. I'm probably wrong but it's just usually one of the last places I check for anything. Subjective. "The Back Alley" market holds five guild traders:
Arver Falos
Kaale
Tilinarie
Values-Many-Things
Zunlog
There is also a refuge which has "Ornyenque's Trading Post" where you can find Ornyenque!
NEUTRAL
CRAGLORN - Deserving its own section Craglorn was the original end-game content area. If you find the Star-Gazer Herald at your Alliance's Capital City (Elden Root, Morrowind or Wayrest). He will give you a quest called The Star-Gazers, which will take you to the city of Belkarth in Craglorn.
Just outside the city to the wet you'll find "City's Edge Stalls" with seven rather desired guild traders:

Glegokh
Keen-Eyes
Mengilwaen
Nelvon Galen
Shelzaka
Shuhasa
Back inside the city you'll find the entrance to the refuge which has a guild trader, Makkhzahr.
COLDHARBOUR - The Hollow City in Coldharbour boasts "The Hollow Market" with four traders right next to the main wayshrine:

Nistyniel
Ramzasa
Virwillaure
Plus overworld there are two traders in the wilderness Shuliish in Haj Uxith and Harzdak at the Court of Contempt Wayshrine.
