Once we get beyond tier one traders it becomes entirely subjective to lump traders together into tiers. Sometimes a high quality trading guild misses their win in a big city and ends up with a trader in a less-than-ideal location. What makes a location ideal? Foot traffic - the number of people who will naturally be coming past your trader in a day in order to complete other activities. As was said in the tier one post - pretty much everyone needs to grind for Undaunted level so pretty much everyone passes by one of the big three cities in a day. Other cities that might be considered prime would be those that have daily quests, rare resources, well placed crafting stations, or various other draws to the general population. With you recognising that this is entirely subjective we'll move forward carving traders into tiers...
Chapter starters!
In order to have fresh new exciting things to market there was a distinction made in the game between 'DLC' (downloadable content) and 'Chapters' where a Chapter is a new piece of super-DLC which is such a big expansion to the game that it needs its own launch marketing (and, of course, price tag.) Each new Chapter creates a wall between the (eventually free-for-anyone) base content and the new paid maps, skills, classes and goodies. However, it also creates a whole new territory for completely new players to call home. With each new wave of fresh incoming new players the latest map becomes a bit of a homing beacon for them tor return to the safe shores they once prowled whilst they were lowly lever 4 or 5 characters.
Therefore my tier two choices are major cities from each chapter expansion.
GREYMOOR
This is the current chapter expansion. Players creating new characters now will start in the main city of Western Skyrim - Solitude (if they own this chapter of course!)
In Solitude you'll find the Courtyard Marketplace with these six hotly contested traders:
Bredromathor
Huleida
Maevolk
Trallinarian
Wita
Zuugozag
And if you're in Solitude anyway pop into the refuge and visit M'deshargo who runs "The Chicanery" guild trader stall in the refuge.
ELSWEYR
The year of the dragon saw The Elder Scrolls Online expand the map into Northern Elsweyr. It also introduced player characters to the dark arts of Necromancy with a whole new character class.
The main city for Northern Elsweyr and the start point of this chapter's adventures is the city of Rimmen. Here you will find the "Rimmen Commerce Exchange" with the following guild traders:

Fortis Asina
Maelanrith
Nirshala
Razzamin
Of course you'll also want to pop in and visit the "Hidden Treasures" stall run by Begok.
SUMMERSET
The second chapter to come our way was Summerset where we were introduced to the Psijic Order and learned how to master time itself. The major city with a refuge and traders is in the western side of the island in Alinor. The "Market of the Aedra" is located right next to the Alinor wayshrine making this a key tier two location in my opinion. Here you will find six traders:

Yggurz Strongbow
Huzzin
Rialilrin
The refuge is a bit of a run from the city centre. At the bottom floor of the refuge you'll find "Bog Bottom Discount Goods" run by Utzaei.
MORROWIND
The entire island of Vvardenfell was our first taste of what a 'chapter' vs. DLC would give us. New players started their adventures in Morrowind, quite likely as the new class available: Warden. In the major city of Vivec you'll find the "Pilgrim's Market" just before entering the city gates. The quick in and out from the wayshrine and strong player nostalgia for the location makes this an ideal trader location. You will encounter six guild traders in the market:

Mauhoth
Rinami
Sebastian Brutya
A short jog away hugging the water on your right you'll find the outlaw's refuge. In there Relieves-Burdens is pushing some guild's wares in her store "Relieves-Burdens Bargains."
